Designation Procedure for Examiners Conducting SET(A) Skill Tests

Dear Examiners,

Please be informed that a designation procedure has been established for Examiners conducting skill tests on SET(A) types.

As per this procedure, the competent authority is responsible for designating the Examiner for these tests.

When contacted by Approved Training Organizations (ATOs) for the purpose of conducting these skill tests, kindly ensure that they are informed of this designation procedure.

Subject: Clarification on SET Class Ratings Following EASA Update

Dear Examiners,

On 1 April 2025, EASA published an update to the EASA Class and Type Ratings and Endorsement List – Aeroplanes.

As part of this update, all specific Single-Engine Turboprop (SET) aircraft types have been removed from the list and replaced by two new class ratings: SET(land) and SET(sea).

This change has understandably raised some questions regarding how tests and checks should now be conducted for these classes. Please find clarification on the most frequently asked points below:

  1. All tests and checks must be conducted in single-pilot operations.
    A class rating cannot be restricted to co-pilot or multi-pilot operations.
  2. The issued class rating will be SET(land) or SET(sea),
    regardless of the specific aircraft used during the test or check.
  3. Once the SET class rating is issued, pilots may operate additional SET aircraft types
    within the same class upon completion of the appropriate difference training, in accordance with FCL.710 – Class and Type Ratings – Variants.

Subject: New Interpretation of Appendix 8 – Cross Credit of IR Privileges

 

Dear Examiners.

This email is to inform you about a new interpretation regarding Appendix 8 cross crediting.

 

Following internal discussions and a review of the legal aspects, Trafikstyrelsen has decided that cross crediting of IR privileges under Appendix 8 may be applied even if the IR privileges to which the credit is transferred have expired.

For example, the revalidation of an IR/MEP may be cross credited to an IR/SEP, even if the IR/SEP has expired.

Please note that the SEP rating itself must be valid for this to apply, and the IR/SEP must previously have existed — although it may now be expired.

Dear Examiners.
This notification will clarify the Danish Authorities view on Examiners conducting combined EASA/UK tests and checks.
The Danish Authority accepts that Danish certified Examiners conducts combined EASA/UK tests and checks, provided all EASA requirements and Danish procedures are met.
This notification is only relating to the EASA part of the test and only concerns Danish certified pilots and Instructors being tested. Any approvals or permissions required by other Authorities is the responsibility of the Examiner.

Dear Examiners.

This notification is relevant to Flight Instructor Examiners (FIE).

To comply with regulated standards and Flight Examiner Manual I will hereby clarify the requirements when performing FI Instructor assessment of competences. These assessments must be divided into 4 parts:

a. Test lecture;

b. Theoretical knowledge oral test;

c. Assessment from cockpit instructor seat; and

d. Instruction flight

The reason for this clarification is that it has been the standard in Denmark, that the “Test lecture” or ”Classs room lecture” has only been required for initial issue of FI privileges. This is however not according to requirements and therefore we will hereby clarify, that this part must be included in all FI assessment of competences, both for initial issue as well as for revalidation and renewal.

Dear Examiners.

To align Danish Examiner certificates privileges with the majority of remaining EASA countries, holders of the following Examiner privileges will receive new Examiner certificates: TRE(SPA), TRE(SPH), SFE(SPA) and SFE(SPH). The change in the certificate is, that the specific types on which the Examiner may use his/her privileges, are now specified on the certificate. Please check these new certificates when they are received, for any errors. To add additional types on these 4 Examiner privileges, an Examiner assessment of competence must be flown on that specific type.

Dear Examiners.

Due to a few incidences I need to clarify requirements for revalidation and renewal of Instructor and Examiner privileges for holders of FCL.900.c and FCL.1000.c. These privileges are revalidated and renewed according to FCL.940 under the specific Instructor category and for Examiners FCL.1025 with reference to Examiner Differences Document and examiner.dk. Also note that once the FCL.900.c and FCL.1000.c has been issued on behalf of third country privileges, it must be revalidated and renewed according to PART.FCL. For revalidation and renewal of Instructor privileges the “Revalidation and renewal instructor privileges” form must be filled out and for Examiner revalidation and renewal the “Examiner application form” form must be filled out. EASA and FAA have created a possible shortcut for pilots in private regime to have privileges accepted and issued by the other regulator.

Description of the process, legal framework and procedures are described in these 2 documents:

“TECHNICAL IMPLEMENTATION PROCEDURES - LICENSING (TIP-L)” and supporting document

“Modules 3 / 4 and 5, EU Special conditions, AA procedures, FAA Special conditions”.

If you as an Examiner is challenged with a skilltest under these new guidelines, please study this material thoroughly in advance.

Dear Examiners.

Some Examiners and Instructors have missed the latest update in AMC1 FCL.940 Revalidation and renewal requirements for Instructors.

This email is issued to bring attention to new requirements in this AMC.

The changes mainly concern renewal of certain Instructor privileges and this email will focus on the changes to the instructor refresher training requirement.

If the relevant Instructor rating is lapsed, the applicant must participate in an Instructor refresher seminar. Following this seminar, the applicant must contact an ATO, that will decide on a case-by-case basis, what additional refresher training is required, prior to the Instructor assessment of competence.

In order to harmonize the interpretation of the Instructor revalidation requirements with the Swedish and Norwegian Authorities, the following guidelines must be adhered to.

When revalidating Instructor privileges using the Instructor assessment of competence and the experience requirements, the Instruction given during the assessment of competence is not to be counted towards the experience requirements.

An example could be a TRI who wants to revalidate TRI Instructor privileges. If this TRI wants to use experience and an Instructor assessment of competence for revalidation the requirement would be as a minimum 3 Instructor hours in simulator or 1 Instructor hour in the aircraft and an Instructor assessment of competence.

With this notification I would like to clarify that according to Commission Implementing Regulation (EU) 2019/1747, it is no longer possible to get any credit for JAR-FCL privileges held, if they are not at the latest, endorsed on the PART-FCL licence on the 1st of April 2020.

There seems to be a little confusion regarding Examiner privileges under the FCL.1000.c.

PART-FCL states that holders of FCL.900.c and FCL.1000.c privileges, only may use these privileges, outside the territory of the Member States.

This means that FCL.900.c and FCL.1000.c privileges not can be used in an EASA member state.

Dear Examiners.
From today, requirements to remove CO-PILOT restrictions has been changed.
If a pilot holds an ATPL, taken on a different MP type and is restricted to CO-PILOT on current type, the CO-PILOT restriction can be removed by performing a proficiency check from the left hand seat.
The MP and HPCA form are corrected accordingly as well as the Examiner Differences Document is corrected on the next edition.

Dear Examiners.

Please note that under the EASA regulation it is not an option to combine a TRI with an SFE or a SFI with a TRE. The only combinations available are SFI with SFE and TRI with TRE. Since this is different from the JAR days, some of you still hold an invalid combination. Several member states will not accept an invalid combination, and tests or checks may be rendered invalid.

Dear All.
Please note that with implementation of Commission Implementing Regulation (EU) 2019/1747 several regulations concerning Examiners has changed. To name some of the significant changes:
1. FCL.1005 the Examiner recommending for a skilltest is not automatically disqualified from performing the test
2. FCL.1005 SFE if a SFE wants to perform revalidation of renewal of an IR combined with a type rating he or she must have passed a proficiency check on this type within the last 12 months
3. FCL.940.TRI a TRI on airplane will now need to meet TWO out of three requirements

Dear all. This notification is send to clarify a few questions that has arised since publication of the 2 new Appendix 9 forms including UPRT. From December 20th 2019 Examiners will use the new forms that includes UPRT. However, the Examiner will not test or check the applicant in UPRT items, unless they have been through a course, which includes UPRT training. If the Examiner is testing an applicant that has not passed a training course which included UPRT, he/she may mark UPRT items "na" or simply leave them blank, since they are not mandatory. EXCEPT FOR HIGH-PERFORMANCE
COMPLEX AEROPLANES" and "MULTI-PILOT AEROPLANES AND SINGLEPILOT HIGH-PERFORMANCE COMPLEX
AEROPLANES" These include the new UPRT requirements and are valid from December 20th 2019.
Please study requirements for these forms in Appendix 9.
Details concerning UPRT is found in Commission Implementing Regulation (EU) 2019/1747 and AIC B 12/19. UPRT (Upset Prevention and Recovery Training).

Dear Examiners. This notification is to clarify the combination of Instructor and Examiner privileges. In order to be the holder of a TRI, you must hold a valid class I medical. In order to hold a TRE you must hold a TRI. This means that if you lose your class I medical you can no longer hold a TRI or a TRE and if you wish to continue to exercise your Instructor and Examiner privileges, you must change these to a SFI and a SFE. When performing tests and checks on appendix 9 ratings, SEP(land) profficiency checks etc, pass fail criterier are independent of licence held by the applicant. This means that a PPL holder and a CPL holder must show the same minimum performance in order to pass this check. Rgds Morten

When helicopter checks, tests and assessments are performed in the aircraft, it is not acceptable to perform autorotation full down. The manouvre must be terminated no later than minimum flight altitude according to PART SERA og in a hover when performed at an aerodrome or a landing site approved for landing. Rgds Morten

I have received some questions regarding which items can be tested under single engine operations on the “MULTI-PILOT AEROPLANES AND SINGLE-PILOT HIGH-PERFORMANCE COMPLEX AEROPLANES” form. Some items must be flown one engine inoperative, like 3.9.3.9 “3D operations with one engine simulated inoperative” and 4.3 “Manual go-around with one engine simulated inoperative”. Many items do however not specify if this item is to be flown with all engines operating or with one engine inoperative like 3.9.4 “2D operations down to MDH/A”. Just like on the “SINGLE -PILOT AEROPLANES, EXCEPT FOR HIGH PERFORMANCE COMPLEX AEROPLANES” form, the Examiner may perform all items on the “MULTI-PILOT AEROPLANES AND SINGLE-PILOT HIGH-PERFORMANCE COMPLEX AEROPLANES” form, either all engine operating or one engine inoperative. This is also the case for item 3.9.4 “2D operations down to MDH/A”. Needless to say, a test scenario must always be realistic. Best Regards Morten

Whenever a test or check is performed where the form “MULTI-PILOT AEROPLANE or HPCA” is used, it is expected to have a flight time duration of 120 minutes. This duration is required whether it is flown in a simulator or aircraft and both for SP OPS or MP OPS. Best Regards Morten

Since PBN privileges were introduced with COMMISSION REGULATION (EU) 2016/539 there have been some confusion to the definition of 2D and 3D approaches. This notification should clarify this issue. A 2D approach is an approach where only lateral guidance is used. A 3D approach is an approach where both lateral and vertical guidance is used. Thus, a precision approach are always flown as 3D, but a non-precision approach can both be flown as 2D and 3D depending on aircraft' onboard equipment. For example, if a VOR approach are flown and the pilot uses a distance and altitude table to continuously adjust vertical speed (CDFA), then it will be 2D. If the VOR approach are flown and aircraft onboard equipment calculates a vertical guidance then it will be 3D. Rgds Morten

Dear Examiners. Despite previous interpretations of SFE privileges it has been decided to comply fully with FCL.1005.SFE SFE — Privileges and conditions (a) (5). This means that an SFE who holds the privilege to perform AofC(TRI,SFI) will have this privilege reduced to AofC(SFI). New Examiner certificates to relevant holders are being issued today. The Danish CAA has received a finding from EASA for incorrect us of the temporary permission to act as pilot. In order to close this finding, the use of this temporary permission is now restricted to be issued only to persons who already holds a licence. The procedure is changed on http://examiner.dk/Procedures/Temporary-permission-to-act-as-pilot and this change is in effect immediately. Rgds Morten

EASA has confirmed that IRI and FI incl IR assessments of competence shall be performed in the aircraft and not in FNPT. This practise is in effect from today.
